please read the below link from Beijing government page about F VISA. This page is not saying a word about any suspension of multiple entry F visas.
The web page shows the correct date- so it is up-to-date ?
Please read point E for requirement for a multiple entry 6 months or 1 year visa:
(E) The applicant needs to frequently travel to China to carry out a contract and presents an application letter from his/her foreign company along with the original contract (along with one photocopy) with a Chinese company. (The original will be returned.)"
This is one criteria to be eligible for a multiple-entry F visa 6 month or 1 year - Cheers !! Then everything is fine - as most of us can present not a contract, but many contracts between our HK companies and our mainland suppliers - or is this just all wrong again ?
