Tax free means what ? Edited 19.08.15 - CHINA TOURISTS SMUGGLING LUXURY GOODS FROM EUROPE INTO CHINA

Being back from Europe - watching following at a DUTY FREE (Global Blue) counter:
Guy to the left got refunded EURO 1,700 - Lady in front of me got refunded EURO 4,700 - that means she has spent EURO 32,000 - nice trip - precious items bought.

So how can she import this into China ?

32,000 EURO equals to RMB 226,000.00 - how & when did that person earn it ?

With a now average annual salary of RMB 56,339.00 - how did she do it ? Spending more than 4 years salary on one trip ? And that woman was looking very humble dressed - rather shabby.
Did she save that much over how many years ? Or did she do "something else" ?

China customs regulation says following:
3a. Residents: articles brought from overseas:
- residents: max. value of CNY 5,000.-.
- non-residents: max. value of CNY 2,000.- for articles remaining in China (People's Rep.).

Just wonder if that lady declared that goods once she entered the mainland - because she is 45 times over the allowed limit - or does she have some "friends" at the customs ?

The guy next to her cashed in EURO 1,700 tax refund - that was EURO 12,000 spent on his trip equals to RMB 85,000.00 - surely the man was hard saving over the years - or do you think anything else where that money is coming from ?

MESSAGE TO CHINA CUSTOMS:

MAKE SURE ALL THIS TOURISTS ARE WELCOMED HOME WITH A NICE AND PROPER LUGGAGE CHECK  IN ORDER TO PAY THE PROPER IMPORT DUTY - SO THEY CAN GIVE BACK AT LEAST A LITTLE BIT TO THE BELOVED MAINLAND.

As a part time expat in China for the past 7 years, I hope for China's sake that they just get back to basics of producing and selling stuff, whether for export or domestic consumption. The trader in me knows there is no way this transition is going to be smooth... so many thought leaders are praying for a "muddy landing"... but even that will feel like a hard landing. Our own circles of executives (big 4 accounting firms etc) and friends in State owned enterprises strongly feel policy action has been lagging by at least 9 months....always too late to the party and very clumsy. In the end, our friends are preparing for a massive reboot (aka bailouts and writeoffs) of the economy should the hard landing occur. Recent Chinese culture has a propensity to rip things apart and start over as we all know, the only thing we are very confident of is that the policy response will be unlike what anyone in the west expects... http://www.krazychina.com
