Why not decide who gets a F-Visa based on the applicants "Visa History" ?
It would help to regain some confidence at least !
99.99999% of us foreigners are not Terrorists, no "Free Tibet Activists", not "Falun Gong", not normal "local chinese criminals", have not any idea to bother or disturb the Games and def will not sit in any Beijing public toilet or 5-star hotel and make a "diy explosive device".

Exactly! Yes, there were load of pople in China on inappropriate or expired visas, but these new regulations are hurting so many peope who have never caused trouble, worked on a tourist visa, overstayed, etc., people who have a good record of following Chinese law in China.

if you worked on a tourist visa, you are already breaking the law and they have every right to expel you, no matter how you 'never caused trouble'.
I think Steve means this the other way around - people who have caused trouble: working on tourist visa or overstayed.
