HERE THE NEXT BIG CHINA VISA SURPRISE......

for all of you holding a Z-Visa (work visa / work permit) because you are really legally working in China & everything is registered properly !
Be aware for your renewal you unfortunately have to go to your home country and to your local "police station" to get a letter that you have no criminal record (Certificate of Conduct) and then this must be authenticated by the China Embassy of your home-country.

This rule is now first for Guangdong - but most probably the rest will follow later.
It seems they want (focus on) to get out the Philippino, Indian & African people there in Guangdong. But nobody knows what is really behind this.
This is a major difficulty for many of you, because for example if you leave Germany for a China job and you unregister your residence status and tax number - you are not "existing" anymore for your local police station.
You will face big difficulties in timing to get both of this - you need to apply directly with the FEDERAL OFFICE FOR JUSTICE - more info below. So be prepared and apply this asap - not in last minute.

To make this a little bit more even it is maybe highly recommended that the EU implement a similar measure for chinese people applying visas - for example for students who want to enjoy the advantage to study in Europe because Daddy has enough money.
Approval letter in the language of the country they want to study and this one must be approved by the local police station of this country.
Just stay in China and enjoy your local education system - it is 100% gold medal status !

Once you have the "Certificate of Conduct" authorize a relative in your home country to get this paper from the local "China Embassy" in your home country. Problem is that there are not so many China Embassy's for example in Germany - so if you live on the very countryside be aware getting this approval will include some local travelling.
Here a hint for the "China Visa Designers":
This "Certification of Conduct" will be normally issued by the "Federal Office of Justice" and not by a "police station".

I went to Shenzhen with a friend today. We both got dual entry visas a day earlier from the Wan Chai office. We were the only gweilos in line at Lo Wu and we were held for an extra 10 minutes while the immigration officers repeatedly inspected the visas and passport. we showed our HK ID cards but they still kept looking and checking. They seemed to have a problem with the coding on the visa. I asked what the problem was and they said "checking".
This never happened before. This is harassment.
On the way to Lo Wu, we saw the through train pass through. It was empty.
We saw just two other Caucasians pass through at the same time at Lo Wu. We returned through Lok Ma Chau and there was only one other foreigner.
In the past, we would have seen dozens of foreigners at this time of the year.
Lucky for us the factory is in the SEZ cos otherwise I have no idea how you would get a train or plane to where we have to go for a simple three hour return trip done by the factory's car and driver.

Yes - it seems there is a lot of lost confidence with the guys at the counters. Last time I was going through LoWu I was asked to follow one of the guys (after my passport was chopped) to an extra table (like a camping or kids table) and then he started to count my entry & exit chops - actually I counted later myself it was 69 entries & exits. As I was asking same answer "just checking".
I wonder what is to check there. As a HK resident it is normal to have a lot of entries & exits if you a running a HK company placing orders in Canton .................
It is not good managed by the "relevant departments" CHEERS.

Luckily (or stupidly, depending on your point of view) all my vendors are inside the Shenzhen SEC, so I can use the Shenzhen border visa to get all my work done. You can still pick it up at the Lou Wu border if you have HK ID. Still HKD150 or RMB160 (when they fixed the exchange rate the RMB was weaker than the HKD - that's bureaucracy for you). Over the last couple of months I've used around 8 of them. There is never anyone else queuing, I can get the visa in 5 mins. I went to Shenzhen 2 days ago. Have never had any issues with them checking my passport carefully but then again, the Emigration officials are just doing what they are told so if the laoban says check the China visas but doesn't say check the Shenzhen visas, that is what they will do.

With regard the letter from the Police in your home country regarding the Z visa application. A friend in Shenzhen working for a UK company was / is applying for his Z Visa - he needed this police letter showing no criminal record but getting such from the UK wasn't easy - he went to the Chinese police to discuss and point out that none of the other gweilohs in the company (which does US$25M+ of buying in China per year and employs itself 50+ Chinese) had needed this letter. The police chief told him basically tough shit you either get it or you don't get a visa. After a few hours it was suggested he saw another person down the hall. This person arranged to solve the problem for RMB800 as the visa application was almost complete - however it was also suggested to him that he should advise other gweiloh's that a RMB3000 service is available to handle the visa application and 'smooth things' through. Other gweilohs are already paying this unofficial fee.

Real message here: If you gweilos in SZ or GZ want to finalize your Z Visa application make sure to carry enough cash with you.
Thats how it has worked always and thats the way how it will go on for the next century.
