Read between the lines: He is talking about "trouble makers" - he does not mean the protestors. This seems very clear. He rather means the thugs & thieves normally controlling Mong Kok and now being heavily disturbed in their "business life"because too much police everywhere there & not a "quiet life"to handle the dirty business. This is including taxi drivers & minibus gangsters.
